The commercial centres of (core) cities are constantly evolving. Cities are taking all kind of measures in these commercial centres, promoters attract investors, entrepreneurs develop new initiatives. Traders take all kind of actions, either individually or in group. There is a need for a monitoring system to visualize periodically the impact of all these measures, investments, activities and other actions in the commercial centres. This might be the impact of a city marketing policy, efforts to tackle the problem of unoccupied houses, an important event, a changed traffic situation, location of shopping centres in or outside the city, …
In order to meet this need, UNIZO-Vorming (Union of the independent entrepreneurs) and WES with the support of Agentschap Ondernemen (Flanders' Agency for Entrepreneurship) and Vlaanderen in Actie (VIA – Flanders in Action: project of Flemish Government) are developing a monitoring system by which recent evolutions in the distribution of the cities involved are charted by means of relevant data input and online surveys. The system will provide information on the evolutions in cities, as a kind of shopping area barometer. Furthermore, the system allows to benchmark commercial centres.
The monitoring system information serves as a basis for consultation between the city and local entrepreneurial organizations aiming at reinforcing, changing or curbing evolutions through policy measures and actions.
